It is not unusual for tile installers to leave a film of grout on the tile itself especially rough tile. It Could be you are still removing that although it is pretty stubborn to get off

The tile has been cleaned about a dozen times. So, we believe all the grout-dust is gone. When we take a wet paper towel and run it down the grout lines, the grout comes up. This grout is on the bottom of our house shoes (not worn outside). We track it on the rugs. So, the grout dust from the grout lines is coming up and soiling the rugs. We cannot clean the floor without getting grout on the cleaning towels/sponges. |

I don't think sealing grout does much or does it las very long. If you used such small amount of vinegar(or none?), this shouldn't effect the grout. I think you have a grout problem and need to contact the company that installed it. Is there a lot of moisture on your floors?

That's been our experience EXCEPT this floor issue. They sent us straight to the installation company.

If the installer mixes too much water in the dry grout mix then it becomes chalky . I have installed tile a few times ( on my own houses ) and have never seen grout that comes off after it dries. If you don’t act quickly it dries and sticks to the tile surface. It “ain’t coming off with a mop” . Maybe too much water in the grout mix
