why does the Rush Limbaugh statement come to mind..."... doing this show with half my brain tied behind my back just to make it fair because I have talent ..." come to mind?

I agree that 20 MPH is too low and 25 would be much more appropriate. In Michigan a while back, the City of East Lansing had a 25 MPH limit on a major state road that runs right through the downtown ( divided, 4 lanes). The State Police took them to court and won getting the speed limit raised to 35 as the judge concluded the 25 MPH limit was simply there for a "revenue enhancement" speed trap.

And a Judge who publicly states that he will ALWAYS only believe the LEO, is not a judge but a closed minded person who does not seem to understand the role of a Judge is to listen to BOTH sides without bias.

I used to give them 10 over, maybe a warning, maybe nothing-----all about the attitude.

Over 10, normally a ticket, with exceptions, of course.

I saw that the OP also had a thread regarding a type of holster for his CCW.

I would suggest being extremely careful in driving at the posted speed if you are carrying. We sure would not want to be short any great band members due to a police misunderstanding.

I don't know who has that authority here but...Indirectly, the Florida legislature determined what our speed limits would be by allowing street legal golf carts on roads with no higher than 35MPH speed limit and allowing regular golf carts on roads with 25MPH limits. As long as that statute doesn't change, don't expect the speed limits in The Villages to increase.

If it's not about safety but about exceeding the speed limit, what is the purpose of a speed limit?

No one follows the letter of the law 100% of the time. In most cases, as long as you are not doing anything to endanger the lives and safety of the public, law enforcement is not going to bother harassing you.

I agree, she was exceeding the speed limit and should have been stopped. But she's never had any kind of violation before and could have been issued a warning. The police have records of violations and warnings given out. When the officer looked up her record he might have considered giving her a warning. He didn't. that's his call, but I don't have to agree with it.
