Burglars avoid neighborhoods with lots of dogs. Dogs have saved drowning children and grandchildren.
.......So, I conclude that because dogs are man's best friend - they can spread some fertilizer on my yard whenever they want.

A neighbor posted about that exact thing happening in another other forum. I checked my cameras and found the event. Played the video backwards and watched a different camera show the dog walker coming out of their house.
Showed video to my neighbor. They had a talk with the dog walker, who denied everything. After a bit of conversation, dog walker seems to have seen the stupidity of their actions.
Neighbor now has cameras.
Problem has not repeated since.
It's a shame that a very small number of people seem to cause the majority of problems.

JimJam....dog poop is NOT good fertilizer. Only animals that eat grain only. I feel bad for your lawn cutter. That crap on their blades is not wanted or needed

You missed something.

Neighbor A took their dog for a walk.

Neighbor A allowed their dog to wander into everybody's front yard. Dog was on a very long retractable leash. Dog was allowed to go all the way up to the actual house structure, often through the landscaping people have directly in front of the houses.

When dog was allowed to wander into the landscaped area of neighbor B house, the dog did #2.

Neighbor A watched dog during this time. Was well aware of what was going on. Did not make any attempt to clean it up. Nor did they seem to care. Just walked away.

Neighbor B posted about finding the "evidence". Was quite upset that someone was so inconsiderate.

Video showed exactly what Neighbor A dog did on Neighbor B property.

So that "I've never seen that happen here" is not an accurate summary of things that go on around here by inconsiderate people.

Default Corner lot

I have corner lot with courtyard villa n love it for xtra space n is quieter!

I have had no issues with folks or their dogs. I am on cul de sac so everyone is a neighbor n they r very responsible n courteous about their pets.
