As I understand it, District 10 will be the most expensive and when complete we will pay approximately 7 bucks a year per roof top for the striping. Seems much ado about nothing and. I am against striping because I believe it will cheapen the look of TV.

Most definitely at our expense. But the MMPs are also maintained at our expense. It's really a matter of what one wants to pay for. You would rather not pay for striping. Others would. CDD4 reps heard from their constituency they they wanted to pay for striping. Not everyone in CDD4 wanted striping, but the reps apparently heard from enough residents to feel compelled to lay down stripes. That's the way it should work imo. I actually like the CDD4 striping when I drive in that area.

I thought I was answering your previous question. The premiss by the OP was that the lines on the MMP were going to look old and not properly maintained as in the picture. I was pointing out that the example in the picture was likely a county maintained road. I have noticed the main roads in TV showing typical lack of county maintenance regarding the lines, whereas, the landscape is always being maintained and is in beautiful shape. So I didn't think the picture and prediction was applicable to the developer/CDD owned and maintained MMPs.
