Is Martina playing in the squares this evening? Will competition you mention include team smoking? If not, then what does this have to do with tolerating smokers around the squares? (or maybe you posted this in the wrong thread)

My father was born in Kentucky. Lots of jokes about KY! While traveling in KY two years ago we stopped at a restaurant for breakfast. As we got up to pay the bill, to my amazement a guy lit up a cigarette. I ask the server taking my credit card if that was legal. “Yes sir in the county she said”. We went on our merry way.

A smoker is perfectly within their rights to smoke in permitted areas, but that doesn't make it legal to throw butts wherever they feel like it. Besides being disgusting it is littering.
