Do you people really want to start this?

You object to his/her/it's cactus THAT IS ON THEIR PROPERTY. Perhaps, they object to your dog, your parties,
your golf cart, your trash bags, your swimming pool, your motocycle, or whatever.

The house few doors down from the cactus yard stayed on the market for awhile compared to 5 other houses in same price range farther down the street. The cactus yard backs up to Odell Circle, most houses were built in 08 and 09 on that street. At the time I am sure it was approved by someone since the percentage of grass is only about 10%.

There are a few houses in that area painted in approved colors mid 2017, but in October 2017 those colors have been removed from the approval color chart.

There's a premier house over in Charlotte whose owners are ripping out their front lawn in favor of pine straw mulch and some kind of clumpy grasses. Looks unattractive to me, but his choice, assuming he has permission.

In a place like TV with dense housing, we all have the responsibility to follow the rules. If your neighbor does something that you believe violates one of the rules, it is perfectly OK for you to complain to TV management and let them take care of it.

The title is very misleading. Yard ornaments and junk? But the complaint is about cactus plants?
There are probably people who don't like your choice of landscaping or the color of your house. It's pretty ugly of the OP to make such an issue of this.
