The Libby app still works, but many of the books are being transferred to the CloudLibrary app, which does not allow downloads to Kindle Ereaders. According to the Lake County library, the Libby app will continue to operate for about 2 more years, but the selection of Kindle formatted books may be reduced because many of their books are being transferred to the CloudLibrary. So, if a Kindle formatted book is transferred to the CloudLibrary, you will not be able to transfer it to your Paperwhite.

Gee, maybe if us Sumter County home owners would pay more real estate taxes we could have more selection in Ebooks (sarcasm). Lets see, our sales tax is only 7% (sarcasm) were raised we could be like other counties.

Correct. Lake County charges a fee for a library card for out-of-county residents. But, Sumter County will give out-of-county residents a free library card. Both counties will provide a free library card for in-county residents. Go figure.

Every other place we have lived libraries had reciprocal arrangements with nearby libraries. Only expense for them is if they allow you to return books and someone has to haul them to library that had it originally.

I live in Lake County in Fruitland Park. When I applied for a Lake County library card, the lady didn't believe me that I lived in Lake County because my address was The Villages. She had to look up my address on a map before she would give me a free library card. No reciprocal agreement between Lake and Sumter.
