There is no such thing as a "certified" service dog. The dog owner can self-train and self-certify a service dog, and no one can dispute them. There are no organizations who can certify a service dog, although some organizations claim that they can for a fee. The ADA Act does not require any dog owner to provide any written evidence that their service dog is trained or certified. That is the problem with the Federal law.

They are not your children .

When I spent time in France, some finer restaurants permitted well behaved dogs but not children.
