Let me get this straight. He trespasses onto your property and proceeds to have his dog dump raw sewage in your yard, and when you tell him to quit doing that he calls the cops on you? Friend, your neighbor is a jerk.
So, if/when the police contacted you did you make a counter complaint? If so, what was the outcome?

Isn't it interesting how some rewrite, interpret laws to suit themselves.
So if I walk up to you’re front door and knock on door I’m trespassing? No trespassing signs are not allowed in villages, so I don’t know how a person would know you legally posted the property as no trespassing?

What are the leash laws in Florida?
Bottom line: your dog MUST be on a leash if it's outside. It is unlawful for a domestic animal to stray, run, go, or roam at-large in or upon any public street, sidewalk, school grounds, in the area of school vehicles, beaches, parks, or on the private property of others without consent of the property owner.Nov 2017.

Not my words. Google can be wealth of information.

A link would do wonders to back up your claim...

And your post says nothing about your own private property...

Sumter County (as FL has no wide spread leash laws) states the following:

"No person shall cause, permit, or allow a dog or cat to stray or in any manner to run at large in or upon any public street, sidewalk, or other public property or the property of another."

It says absolutely NOTHING about requiring leashes on your own property...

And they will say that your dog cannot roam uncontrolled on public property. I asked you to provide a link to your claim that a dog must be leashed on your PRIVATE property.... I'm still waiting.
