The easement is not for you. Unless you’re a utilities worker, you’re trespassing.

"Setting them up to poop on my lawn" LOL I've had many dogs and never heard of setting them up. Dogs are much like people, they poop when the need arises.... they don't hold it til their owner tells them to poop here. As long as they pick up after the dog, I couldn't care less.

I AM a pet owner, but I doubt if I would entertain an idea of a special club for folks that care about their lawns and believe in common courtesy of pet owners. On my plat, it is not called an easement. It is referred to as a "right of way", and it doesn't say anything about who can use it. I think that trespassing is when you are actually on someone else's property.

I have never seen poop bags tossed on the ground here. I do see LOTS of cigarette butts everywhere. Even piles of them that appear to be dumped from someone’s “ash tray”. Since you were a previous dog owner I would assume you walked your dog. The walk and the scents from other dogs can give them the urge to poop. I carry bags with me and mine commonly prefers the street and I do not allow her to go on other people’s lawns. It’s part of owning a dog. This subject comes up frequently and I get your frustration. All I can do is control what my own dog does and she does not do “it” ….pee or poop, on anyone else’s lawn. She uses her own yard but walks do encourage “going”.
