I already wrote a comment but had to add my 2 cents again for what it's worth. Bottom line for stores is profit. I don't believe they give a hoot about consumers using plastic bags just the savings to them if customers supply their own bags, or better yet purchase reusable ones from them.

We reuse our plastic bags from the store to double bag food, bones, etc. Biodegradable plastic grocery bags have been available for a while. Sometimes, there's a small charge for them. I'm surprised they're not available around here..

My point exactly several days ago on this. The larger issue is whatever we’re given or charged for should be strong enough to support the items we purchased. The bonus with the bags you’ve referenced is that they have a multitude of uses after the fact

I really appreciate the "zip lock" plastic bags the deli uses to package my freshly cut cold cuts meats and cheese. You can not lock out the air with paper wrapping. Those "zip lock" bags keep our food fresher longer. Paper will not do that.
