This whole ploy is common. "Leftover" things delivered to neighbors. "Extra stock". "We happened to be working/doing a delivery in the area". All common sales scams used to trick people into thinking they are getting a "deal".

I didn't.

Has anyone been in contact with this guy and brought the steaks?

I guess it's a way to make a living!!
It's the same ruse as "we are working in your neighborhood .... and can offer you a great deal". There is no guy next door and no over-filled freezer.

The OP clearly says he ran into the guy, not that the guy knocked. The key question is, which neighbor? No name, no address, no sale. By the way, for me no sale anyway.

Made the mistake of buying frozen “steaks” of a truck in Georgia last year. Some package deals he had going.
Trouble is, I didn’t do a package count. The vacuum packed/sealed frozen steaks were already very thin, about 1/4” thick. Then I opened our first package at home to cook. 2 steaks in a vacuum sealed package! Looked like one…. Buyer beware…

I'm a true New Yorker and we are accustomed to buying things from that have fallen from the back of a truck, but food FORGET ABOUT IT.
I question the meat I buy at Publix.

Thats an easy answer... There are many folks with their names hanging from their lamp post. Pick one 5-6 houses up....

I don't understand why people in The Villages put their name on their lamppost and their golf cart. I never did it anywhere I have lived and I don't here.

Publix sells never frozen fish, but they never claim to sell "fresh" shrimp.
Brother in law was in the wholesale fish business. Other than a fishing boat out for the day and selling immediately on its return, there is almost no such thing as fresh fish anymore.

Boats stay out for days or more at a time and immediately freeze and often filet their catch.

What we get can be called fresh frozen. The one major exception I can think of is farm raised fish.

Lobster? OK. Would do that all the time when we had our Maine summer house (as long as they are still moving)! “Beef” steak?? Now that’s another thing entirely. Can’t even be sure it came from a creature with four legs!!

In the UK, we have Irish Travelers who have just finished a big contract nearby and always seem to have some asphalt leftover, which they could resurface your driveway with at a very reasonable price.
Cash of course!

All the roads in TV are County roads except those roads in the Patio Villas, not sure about the Courtyard Villas. I found this out when they were paving in the villas by our house. I called to see why we did not get new paving and the county person said villas are maintained by TV not the county. I still find this strange.
