I have read some but not all the comments.
For those who don’t give way even on roads, I suggest you consult the Florida Drivers Handbook.
It clearly sets out the order of precedence.
My understanding is that the same applies to MMP.
But forget the rules just be kind, it costs you nothing.

I'm of the opinion that Multi Modal Paths allowing Carts, Bicycles and pedestrians are not a good idea. Even if there were rules to be followed who would enforce them? If you're giving the pedestrian the right of way then what about the situation with 4 pedestrians walking abreast on the path? Or Pedestrians on each side of the path walking opposite directions 2 abreast who are close to one another? Both situations take up virtually the whole width of the path.

Separate paths, one for Carts and one for Walkers and Bicycles would be a safer approach in my opinion

I agree. When are you obtaining financing and when do you start construction????

Wow! As a male driver who has driven well over a million miles let me say that I definitely will cross over the center line when no other vehicle is in the other lane to safely pass pedestrians and bicyclists on the side of the road. If I can’t do that due to another vehicle being in that other lane I slow down until that vehicle passes and then swing to the left to safely pass. I also will drive to the very right side of the road to allow trucks and other cars to safely pass people and bicyclists on their side of the road. Your insistence of not ever crossing over the center line is a very dangerous mindset. I remember an elderly woman where we used to live who insisted on not ever yielding or moving over for other vehicles as she thought she had the right of way. My wife was petrified by her dangerous driving. She died when a a distracted young driver crossed over into her lane. My wife said she probably was thinking that car should not be there and she stayed in the lane and did not take evasive action. To say you would never cross the center lane is a very dangerous statement.

I belong to the Village Walkers and we walk 6 miles twice a week. Many of our routes can be for a time along a golf cart path. I have noticed the opposite - the women tend to slow down and couples, but men go flying by. Now this isn't always the case but seems more prevelant. Sometimes I yell slow down if they whiz by 10-12 walkers single file. It speaks to their courtesy and caring for others or not!

I haven't particularly noticed a gender difference when it comes to giving room to walkers on an MMP. Personally, I slow down and give a wide berth as long as it is safe to do so. My exception would be the bozo that yells "slow down", especially if I'm already slow. THEY do not get to tell me what to do. THEY are not the boss of me. THEY have no authority whatsoever. MY response to them would probably be less than polite.

You are so wrong. First off you must move left for any emergency vehicle up ahead. Not if you think you are going to hit them. But, for the safety of those doing their job. Secondly, All pedestrians and bikes would have the right of way over a motor vehicle even in the roadway. You don't give them the RoW and hit them. You'll find out soon even, that you will be held liable. Let's know the law.

Right. Don't think pedestrians are bowling pins for vehicular pleasure. Even with crosswalk laws for pedestrians just hit one and see what Morgan and Morgan has to say about it.

Pretty sure only when you can proove you had no other option than hitting them, ie: it's dark out and pedestrian is dressed head to toe in black and steps out in front of you (even then, where your head lights working??) might you be found not at fault.

Breaks are made for stopping. Stearing wheels for turning. Pretty basic. Pedestrians have a duty to mitigate their damages as well.

Lots of people like to "play chicken" so if both parties are game then makes for a good "what's in your wallet?" moment. M&M loves that lol.
