The rest of the area has a 25mph speed limit. But you're supposed to slow down in this singular 1.5-block section of road.
While I respect your opinion, we have to agree to disagree. I know exactly the location you are referring to, and anyone with even minimal driving skills can safely operate a cart at 20 mph (at least that's my opinion )

i had a bike rider race me . i have a golf cart . he was mad he had to stop and put his feet down and he was rude to me soi got out of my cart. and he turned around and left. i would have went and fight with him

Golf carts symbolize free travel here in the Villages. An identity plate opens Pandora’s box on that freedom. It may seem to be an inert suggestion to have one, but strings connect easily to license fees, annual taxes, insurance mandate limits, regulation, random stops by enforcement etc.

Why the race?
You win (?) and he must put his feet down to stop.
He is angry and said something rude.
You decide to go beat him up over some words?
He leaves to avoid physical attack.

Sorry, but IMHO, you are a danger to yourself. Bike riders can be very fit athletes and he just might have whipped your butt. You owe the bike rider a debt of gratitude for leaving before you committed assault and ended up in jail.

I'm not disputing that at all.

The point is - the posted speed limit there is 15mph
and
someone passing two golf carts by the fire department by crossing into the opposite lane, in a golf cart, going well over 25mph, is not safe. Or smart. Or reasonable. Or polite.

None of us should've been going more than 15mph. We were all going over 15mph, it was not reasonable for anyone to try to pass any of us, at all. The fact that he was going over 25mph means he was violating a number of laws, because his golf cart didn't have a plate on the back which means - he was operating an unregistered, uninsured, improperly equipped LSV, driving it on the wrong side of the road, and speeding. That all adds up to reckless endangerment too. All at the same time.

The governor keeps my golf cart from going any more than 20. Almost every cart behind me eventually passes me.

Not mine. I would be right there with you at 20mph.

Looks like I have another skill to learn - the human radar gun. I can tell what is faster or slower than me, but I can't come close to the nailing "well over 25mph" or any of the other numbers I've seen in various threads.

Let’s get reasonable here. Almost all golf cart drivers exceed the speed limits and many don’t even have a speedometer in them! In fact, most have violated about every traffic rule possible from oblivious rolling stops to driving off pathways to turn around. They are the quick convenience tool without the responsibility factor to get from point A to point B without expelling much effort. Seat belts are in some but rarely used. I would measure less than one percent are street legal anyway (the true gray line of law). The OP merely witnessed a person expressing themselves in a ludicrous manor. Shoot, I see that on the television at any given moment.

Neither of our golf carts have speedometers and both are set to max out at 20 MPH, so we don’t need them. We often get passed, but it’s no big deal. What we find dangerous are the people that drive way below the speed limit causing a back up behind them resulting in frustrated drivers taking risks to try and get by them. Then some of these people appear to finally realize their carts can go faster right when somebody tries to get around them, blocking them only to slow back down again when the passing attempt fails.

We have dubbed these folks “Multi Modal Path Hemorrhoids”, because they obstruct normal movement and are a pain in the a$$.

Who keeps you from speeding? The GOVERNOR? I admit I am impressed, but who would have the nuggets speed by the GOVERNOR?
