I asked a traffic COP about these roundabouts and he told me that it is simple. If you are in the outside lane and someone cuts in front of you and you hit him/her or they hit you, they are in the wrong. They MUST yield to the vehicle that is in the outside lane, period. They may make a turn from the center lane but MUST yield to the outside lane regardless of where the other vehicle entered the circle. I was told that it is simple, basic traffic rules. The signs are showing that the inside lane vehicle may/MAY exit from the inside lane, BUT they still must follow common rules of right of way. Just like the yield signs when entering the circle, where you must yield to any vehicle already traveling within the circle. Personally, I attempt to yield to ANYONE attempting to make a turn in the circle, regardless of which lane they are traveling. That way, I protect my vehicle and it's passengers from oblivious Villages drivers. My pet peeve is those that stop at gates to allow golf carts to cross in front of the entrance. It is especially hazardous when there is a light and vehicles are stopped and backed up with a green light, either turning or going straight.
But, back to the subject, if you cross in front of someone encroaching on their lane, be ready to cause an accident. Regardless of belief that you are right, you still caused the accident.

Were they in the circle or approaching the circle at the yield sign? One is allowed to stop at a yield sign.

Of course, I do not follow that rule. When I am going 3/4 way around a roundabout, I drive in the inside lane and I believe I have the right-of-way to cut across the outside lane when I exit. If a car in the outside lane tries to cut in front of me, I honk at them and keep honking until I am totally out of the roundabout. If I even suspect a driver in the outside lane might cut in front of me, I honk at them. |

I would love to see something official/in writing about this. This would require the driver in the inside lane to stop until all outside lane traffic has passed.

Not so, it means that you would need to go all the way around the RAB for another try at the exit if you could not change lanes safely

Follow the lane markings, it's not that hard. The outside lane turns right or goes straight. The inside lane goes straight or turns left. You can change lanes at the dotted lines only. I have also talked to the police and they don't understand it either...it's not that hard.
