springfield, I'm supplying a link to The Villages (TV) Recreation Department's brochure. It outlines the rules for visitors and grandchildren. It also gives the web address for the Villages Community Development Districts (VCDD) website.

The VCDD is a wealth of information. It provides district maps, the covenants and declarations of restrictions for each of the areas within each district. If you aren't familiar with TV, IMHO, it may seem overwhelming because there is so much information and TV is a very large area within three counties. TV wasn't built over night. It has grown and changed for 20 plus years based on a community master plan developed by the original owner, much like Walt Disney did when he bought acres and acres of property to develop Disney World. Disney Resort has four theme parks, two water parks, 24 themed hotels, shopping, dining, entertainment and recreation venues now.

Being 30+ years military, the wife and I believe in rules and following them to the letter. The only concern we have is, that they are enforced hit or miss and not like they should. Now before people jump on me, remember we all got a copy of them and had to sign that we read, understood, and will follow them, so it should be no surprizes. I agree you, especially about the enforcement. There seems to be less enforcement when it comes to renters. We have a rental behind us and the enforcement is not the same as it is for us permanent residents. The ones just prior to the people in there now had flags, signs, ornaments....you name it...all over the place. Occasionally, deed compliance would send someone out to talk to them. Nothing ever changed. When they moved, the yard went "you-know-where" until I found out who the private property manager was and called her because the weeds and cinch bugs were getting in my yard. Now there are some people in there with a 2-year lease with 2 dogs that yap day and night....as early as 4:30 and as late as midnight. I love dogs, but not those. I realize that dogs bark (that's what dogs do), but they bark continuously. It's not their fault...it is their masters'. They have never taught them any different and think it's too late. Poor dogs...they never walk them, just still use puppy pads on the lanai. My husband has gone over some because he feels sorry for them never getting to go out and they let him walk them. I just wish someone would buy that house and live there, not rent it out...then it would change. Deed compliance doesn't get too concerned, either. Every neighbor has complained to no avail. Some have dogs themselves and do not allow theirs to bark continually.

Dilly, I would definitely call Deed Compliance, 352-751-3912/6719. Those dogs barking are a direct violation. It actually violates 2 things, the noise restriction and dog barking which are both listed in the cov as "finable". Keep on it. I have had to call several times about things till they took care of it. Remember the squeaky wheel gets the grease! And as I have pointed out in another thread. We ALL had to sign that we got the rules, etc. We have to follow them, so if they don't enforce them that is breach of a written contract on their part.
See I told you all I read and memorized the cov & rules!

As stated above the deed restrictions have matured as the Villages added new villages and learned new lessons as technologies improved and what the Villagers want and don't want in their neighborhoods.

and you can look at the deed restrictions for all of the different areas.

But to answer your question, the deed restriction rules are NOT the same whether you are in a premier viilage or in the historic area. Go to the site above to see what the deed restriction rules are in each section.

As a potential TV resident and property owner, I would like to review the ordinances / bylaws / covenant that would apply to St Charles or that general area. Are they posted on the web and if so what would be the link. I've asked my sales rep and have not received a reply.

Army Guy, I chuckle when I read your comments about rules and regs. In my Army days, rules were things we worked around. Only some of the lifers took a lot them seriously. We still got the job done and had a lot of fun. Remember the Colgate Tooth Powder and the underwear on the cardboard?

I think District 3 was the first to rule out lawn ornaments and that was built out about eight years ago. Since then the rule applies. The Developer corrected as he progressed. I suspect he saw some of the lawn ornaments were going way over board. If you were to drive through some of the older neighborhoods you would see what I mean.

You might consider buying in an older neighborhood where you would be free to design as you please.

I strongly advise you talk to someone in the district government before making any move. It sounds like the restrictions could be a deal breaker for you.

That was the Army I came in with, it has changed so much.

I think restrictions aren't district wide. In Summerhill in dist 3 no lawn ornaments allowed. In Polo Ridge, right next door, also in dist 3, some of the ornaments are ridiculous.

Actually, the declarations are not by district The declarations change as new villages are built. Summerhill actually followed the Marion county declarations since they were started after Marion county was started.

There are also villages in Glenview that have the same lawn ornament restrictions.
